For Anita Carroll:

On behalf of the Division of Mental Retardation and Developmental Disabilities and the Department of Mental Health, I want to express our deep sympathy to all the family and many friends on the loss of Anita Carroll.

Personally speaking, I am enormously saddened. Margaret Mead once said, “Never doubt that one person’s efforts can change the world---it’s the only thing that ever has.”

Anita Carroll was a living example of these wise words and counsel to us all. She was a mentor and an inspiration to me. She was the first member of People First whom I was privileged to meet. She was the first person who I heard say, “nothing about me without me.”

She was tireless in her action oriented efforts to move society’s attitudes and support services forward in ways that would maximize the potential, self-determination and full participation in society of persons with disabilities.

She was a change agent for the good---she did a great deal of good---and we pledge to her memory to follow her example.

Division of Mental Retardation and Developmental Disabilities
